The "cloud au centre" doctrine
Circular no. 6404/SG of 31/05/2023 reserves particularly sensitive government data for a SecNumCloud-qualified offer (or a European qualification of at least equivalent level), immune from any non-EU regulation.
SREN Act, Article 31
Decree no. 2026-272 of 14/04/2026 requires government departments, public bodies and certain public-interest groupings to entrust their particularly sensitive data to a service that meets a security framework, attested by SecNumCloud qualification or an equivalent European certification.
Simplified purchasing
Since 01/04/2026, a supplies or services contract below €60,000 excluding VAT is exempt from prior advertising and competitive tendering.
